There are no iCloud files that show up on my Files app on the iPhone. I have enabled the iCloud drive option on my phone. I am able to see iCloud files on iPad but in the Files app on iPhone it only shows "0 items, 1.22 tb available on cloud".
My next dumb question is do you have apps enabled in the settings to work with iCloud Drive? For instance, if you use Pages, you have to go to Settings>Pages>Document Storage>iCloud Drive>On.
Well, it seems to be working now. Still not sure what I did. Thank you for your answers.

Yes, I did turn on iCloud Drive in the settings. I toggled it on and off a few times to see if that would solve the issue but it didn't.
As long as it is working now, that’s all that matters. My guess would be it was just taking it’s good old time downloading files or syncing with iCloud. I’m glad that you got it all sorted out.
