Disabling Voiceover on Startup

Hey there,

When I restart my Macbook Pro, voiceover is automatically started.

I am running MacOS Mojave.

I have searched through forums and found the following setting (screenshot below):

Settings > Users & Groups > Login Options > Accessibility Options > Voiceover

The Voiceover option is currently NOT toggled, yet it is still turning on when I restart my computer. I have toggled it on and back off (to see if that would fix anything), with no success.

Any suggestions?
