passcode disabled

I have gone through all the steps to restore the iPad on iTunes. My iPad is still disabled and telling me to connect ti iTunes. What do I do now?

Recovery mode If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support and restore to factory settings and not backup.
