Switching from a family sharing to purchasing Apple Music

If I was part of a family sharing plan and it was cancelled can I purchase Apple Music and recover my playlists

Yes, you can recover, if you don’t wait too long.

It seems the iCloud Music Library listing will be saved for 30 days after expiration, in case you want to re-subscribe.

If the previous subscription was Family or Individual or Student, that doesn’t really matter.
