If I buy an iPad in the US, can I use it in Mexico?
My question or what I want to know is that if I buy my IPad Air here in the US could I use it without any problem in Mexico and receive the updates and be able to use it and work well?

Yes, you can use it Mexico. But you won't have warranty in Mexico for an iPad purchased in the US as iPad warranty is not international. It is ALWAYS best to buy your device in the country you live in and will use it.

Doesn't it depend on the type? The Wi-Fi version is universal while the cellular versions are specific to location.
Yes, you are correct and I should have asked if the OP plans on buying a cellular iPad. That 'could' change things significantly.
