Can I make an only wifi iPad in to a cellular?

Nope.
A Wifi ONLY has internal hardware in it for WiFi ONLY use.Their is no cellular data hardware parts inside.
There is NO way to add in the cellular hardware later, either.
If you need a WiFi AND cellular data iPad, you woukd need to sell the iPad you have now and use the financial proceeds toward a model iPad with both WiFi AND cellular data internal hardware.
