Apple doesn't unlock your device. Your carrier does. Ask them.
It's not an Apple problem. It depends on your previous carrier.

I have called the old carrier many times. They keep saying they are waiting for an ok from Apple. It’s been since last Tuesday.
That's a con. Apple has nothing to do with unlocking you from that old carrier to start using a new one.
Right. I have done this before and took my phone number with no problems.
