Can't we transfer photos from PC to iPad anymore?
Cant we transfer photos from pc to ipad anymore? If so how my drag and drop or copy paste doesnt work.

Yes you can, but you've always needed to use iTunes to Sync photos to any iOS device.
Are you using iTunes Sync?
