How can i find my device if its been turn off

If it is turned off you start looking under the furniture, walking places you visited recently, ask friends, etc.

I already did. It seems to be that somebody found it and turn it off
If it is turned off then it has no way to connect to any services Apple (or anybody for that matter) uses for detecting an iPhone.
How can i find my device if its been turn off
