how do I update iOS 13.1 on 9.7 iPad Pro to iPadOS?

While it is possible to install the consumer build of iPadOS from a beta it is not recommended as random errors can occur that may have been present during the beta. I suggest restoring your iPad to factory settings.

There was no beta iOS 13 or 13.1 versions for the iPad. Only iPadOS (currently in beta) is available for certain iPad models.
