I am looking to get rid of my apple device, but still want to be able to sign into iCloud! If I don't have an apple device, and I can't turn off two factor Authentication, then Apple has effectively locked me out of my iCloud account! This seems like a cheap way to make you keep an apple device!!!

Thank you, I was not aware of that. But here is my issue. I am getting rid of my iPhone - but still have an iPad. I don’t always have the iPad with me, so I want the two factor to go to the non-apple phone, but it seems to always go to the “apple device” by default.
Nevermind, I found it. I have to click on “Didn’t get an authentication code” and then it will give me my trusted number choices. Thank you. That makes more sense. (Although I still don’t understand why they don’t let the user simply decide whether they want it on or off).
You can add trusted phone numbers; they can be any phone including Androids and landlines. See: Two-factor authentication for Apple ID - Apple Support
