can i upgrade from 11.4 to 12.2 instead of 13

I'm currently running ios 11.4 on my iPhone 6s. Rather than upgrading to ios 13, can I upgrade to 12.2 instead? I've heard of many issues with ios 13

Nope. You can only upgrade to the most recent, compatible version, in this case 13.2.2.
