I have 1TB on a hard drive that I would like to store up on icloud drive only but not my hard drive. Can I directly transfer these files from the external drive to icloud since I don't have enough space to first put in on my hard drive?

See this article https://support.apple.com/en-in/guide/mac-help/mchl027f1d66/mac

  • Move files from the storage device: Select the storage device, listed below Locations in the Finder sidebar, then drag the files you want to a location on your Mac.

When iCloud Drive is turned as on https://support.apple.com/en-in/HT204025

The files can be dragged and dropped into desktops and documents https://support.apple.com/en-us/HT206985

The files will also mirror in www.icloud.com ( as they will get synced with the help of iCloud Drive ) .
