Apple ID and Pay

Hello. I have problems with Apple Pay and Apple ID, I can’t go there if I’m connected from my Internet. But if wi-fi is connected, then everything works.

Is WiFi connection needed to make payments? Trying to make an early payment using the app but it’s telling me I can’t because it “couldn’t connect to Apple Pay” saying I’m not connected to the internet. I’m assuming it means WiFi because I have unlimited data. Is there a way around this?

When you go to settings>cellular>do you have Wallet turned on?
