Apple Music is a streaming service which also allows you to download songs for offline usage. However, you do not own the songs in Apple Music and therefore you are limited in what you can do with those songs and how you share those songs. For example, as you have found out, since you do not own the songs you play on Apple Music, Apple Music does not support the burning of Apple Music content to CD.
However, if you purchased songs from the iTunes Music Store, you should still be able to burn those to a CD since you own that content.
2.) Apple will not allow me to send an email with the playlist as an attachment.
This actually does work if a) you send the playlist to another Apple Music subscriber and b) the songs on that playlist are all available on Apple Music. But you cannot send an Apple Music playlist to a non-Apple Music subscriber.
3.) I can send the playlist through whatsapp but my friend can only listen to 30 seconds worth of each track and can't download it. Is there anything I can do to
Again, because you do not own the music, you are limited in how you can share your Apple Music content with non-Apple Music subscribers. What your friend is experiencing is expected - he is just hearing the preview(s) of the songs since he/she is not an Apple Music subscriber. If they were an Apple Music subscriber, it is easy to share playlists with other Apple Music subscribers.
