choosing files for iCloud storage

Is it possible to pick the files that you want to store on Icloud? Or store All files on iCloud and download the files as needed.

You can sync the files you want to sync by selecting the files in Finder and dragging them to the Finder Sidebar/Favorites/iCloud Drive. If iCloud Drive doesn't show in the Finder Sidebar, go to Finder/Preferences/Sidebar/Favorites and check iCloud Drive.

iCloud is a syncing system, not an external storage system. If you want to store all the files in the cloud, you need a different cloud based solution such as Dropbox, OneDrive, or Flicker.
