For some reason I cannot clear my browsing history on my iPad. I went into setting, safari and then the clear history and cookies will not allow me to enter in order to clear

Does your iPad have any restrictions set or any configuration profiles installed?
Settings > General > Profiles
If you do not see a Profiles pane in Settings then your device does not have any profiles installed.
Settings > Screen Time > Restrictions
Do you also use Family Sharing?
I cant seem to clear my search history on my safari in settings.
