I deleted texts on my iPad not realizing it was synced across my other Apple device so it also deleted them off my iPhone. I back up to iCloud often. I erased and restored my iPhone but the texts never came back. Is there a way to restore them or are they deleted for good from my iCloud?

Because it's part of iCloud sync when you signed in with the same Apple ID & password.
Your Calendars, Contacts, Note, ... are part of iCloud syncing.
Note: it's not a backup (it's iCloud syncing) so when you delete some stuff iCloud will also sync the deletion.

Why were those messages transferred?
Well, they weren’t. They weren’t transferred.
The messages were synched across all devices; shared.
When those shared texts are deleted, they’re deleted everywhere.
And there’s no copy maintained of those messages.
iCloud backup does not include text.
Once deleted, it's gone.
how come every time I’ve gotten a new iPhone it transfers everything including my texts?
