i just bought applecare ,my screen is cracked and the apple site still says to pay $199?I

Nope, it's $29.

You can confirm here: https://support.apple.com/iphone/repair/service/screen-replacement. You were looking at the out-of-warranty screen replacement cost, not the AppleCare+ deductible.
