To follow on with this. I’ve just been charged for receiving a call when I had switched off mobile data. The network automatically selects a carrier. I don’t want to have to go to each carrier to switch roaming off. What I want is for the iPhone to enable me to switch off the selection of a carrier

Many thanks for the link and I appreciate this is the current situation BUT it is an acceptable user/customer situation. Technically Apple could stop the automatic selection of a carrier when a use has purposefully turned off mobile date roaming
