My Iphone wont turn on completely

I shut off my IPhone and when I turned it back on it didn't turn on all the way (the white apple logo screen). It's now been like this for the past hour and a half. Any suggestions?

iPhone 8 Plus, iOS 13

If your iPhone, iPad, or iPod touch won't turn on or is frozen - Apple Support

If you see the Apple logo or a red or blue screen during startup, try these steps:
