Try the Following:
Deselect Safari in iCloud:
First Off: Disable iCloud syncing between your Web browsers. Even if using just one Web browser, this is syncing across all devices through iCloud. So, try disabling the syncing.

Few Last Thoughts:
Use MalwareBytes for Mac --- This is software that searches for malware/adware. So, scan with it and then remove what is found. Once removed, uninstall MalwareBytes for Mac. Then restart the Mac.

Try Booting Up in Safe Mode.

Have reported via Feedback Assistant. No response from Apple as yet.

Try Forcedly Deleting these Items:
Contact Apple — Use Chat:
See if they can troubleshoot this with you. Maybe going to support.apple.com, and then selecting Get Support, is best, as it would result in a chat (not a long wait on the phone).

After going Safari > Clear History > all history, when I return to a website, which requires a sign-in, I find i am still signed-in from the last session there.
When I check in Safari > Privacy > Manage Web Site Data, I find a mass of stuff from previous browsing sessions has not been cleared. After several attempts, this action will eventually clear all the old data. Something seriously wrong here!
Doesn't make any difference. Website data remains or returns.
Does not solve the problem.
Done all that, problem returns as soon as normal operation is resumed.
This is a bug in Safari which Apple need to fix PDQ.
