Updating iOS

I recently ran out of storage on my iPhone 6s so I bought the 50gb data plan and I have 45gb left, however I am still unable to update my iPhone to ios13. Pls help !

Correct, as iCloud storage does not change the available space on an iPhone. If you need more space, you will need to move or delete existing content.
