I just got my new iPhone 11. To set it up, do I need to switch my current SIM card over to my new phone? What happens if I don’t?

It's the simplest way to transfer your phone number to your new phone and have it work. If you don't, you'll need to contact your cellular provider to have them activate the sim card in the phone to your telephone number.
