Question:After update to IOS 13, appear a circle with a dot in the centre of the screen
I was able to remove the circle in the middle by switching off the Dwell On option.

That is related to Assistive Touch. You can turn it OFF by-
Open Settings ➔ Accessibility ➔ Touch ➔ AssistiveTouch and then Turn it OFF.
