My friend lost his phone about 2 months ago, and he also forgot an appleID. But he already connected to iCloud and find my iphone app before it’s lost. Is there any way that i can locate the phone without using AppleID? or Can i recovery an AppleID by using IMEI number?

You need the Apple ID and password to recover the phone. You can't tracked it using the IMEI or recover the ID using IMEI.
See if they can recover the ID/password.
