iPhone 7 voicemail not working

I have an iPhone 7 and just upgraded the OS to 13.4.1, now people say it's not letting them leave voicemail messages. Also, the greeting is now on "default" and it won't let me record a custom greeting. Is this a problem with my phone or my service provider (AT&T) or something else? THX
