I just updated my phone to the 12.4 version, I have a new Apple Watch and it say my phone needs to be updated to the new version 13, but it says my phone is up to date just not to the 13 version how can I get it updated to the latest version??

iPhone 6s Plus
Which model iPhone do you have? Your profile shows an iPhone 6s Plus and it should be able to go up to iOS 13.4.1
The other thing is that an iPhone 6 Plus (No S version) can only go up to iOS 12.4. Are you 100% certain that your iPhone 6s Plus is the "S" version?
To confirm open Settings ➔ General ➔ About ➔ Model Name.

It would appear that you have an iPhone 6 Plus, not a 6S Plus. Unfortunately, it cannot be upgraded beyond iOS 12.4.6, which means it will not work for your new watch.
Update version 13.4.1
I have a new Apple Watch and it says my phone needs to be updated to version 13, but it my phone says it's up to date.
