Something about your existing payment method requires update. Just access your account and verify/update any information that is identified as needing attention. Maybe something as simple as your credit card expiry date has passed?
You can either access your account from your iPad, or using a web browser.
From your iPad/iPhone:
Settings > [Your Name / AppleID] > Payment & Shipping
From a web browser
