Why I can’t download any apps?

I want to know why I can’t download any apps without having an card on my account and the subscriptions only for more gigs but it’s popping up that I owe 16.95

Until your debt is settled, you cannot download any apps.

If you do not want to put your credit card in, buy and redeem iTunes gift card.
