why can’t I put my icloud email in my mail app?
when I try to log into my email so I can have it in the mail app it says the account is already on my device, it won’t let me access my email

And are you sure its not already been added?
The icloud email account gets added automatically when you log in to iCloud on the device.
Open the Mail app, and look for the iCloud Mail Box.
You can also verify the account is added in Settings->Password & Accounts. It should be listed there.

How are you trying to log onto you email when this happens?
