[Error] iPad is disabled connect to iTunes but iTunes doesn't detect iPad.

I updated my iPad Mini 2 to the latest iOS. After completion, it prompted that iPad is disabled connect to iTunes. I connected it to my PC and launch iTunes but iTunes doesn't detect it. Any solutions? Tried restarting both iPad and PC multiples times.
