Erase old iphone

I tried to erase my old iphone 7. Then it asked about setting up new. Does that mean all of my data was erased?

The Hello screen is not necessarily the marker that confirms that the iPhone was either erased or set up as new. Lately, even when one installs a major iOS update version then you are taken to the Hello screen.

You stated that you got to the Hello Screen. Good. Are all your previously installed apps gone? Photos gone? Music? If YES then you have erased your iPhone.
