Ipad can’t use iphone to make calls

Both devices are on the same wifi network but when I try to call from the ipad it says they have to be on the same wifi network BUT THEY ALREADY ARE!

How many Wi-Fi routers and/or Wi-Fi access points are in use in this network?

Same Apple ID logged into both iPhone and iPad?
