If they are using a different AppleID and iCloud account, you cannot. To sync data cross devices, they all need to be using the same AppleID with iCloud.
Why did you make a new iCloud account on the new device if you wanted it to be connected to the others? Was there a reason for making a separate iCloud account?

Bottom line is if your other devices are signed into another AppleID with iCloud than the new one, you either need to sign those out (and lose their data) and use the new AppleID with them, or vice versa. Sync’ing of data via iCloud requires all connected devices be signed into iCloud with the same AppleID.
If this is a relationship issue with whomever set up or owns/controls the old AppleID, and it’s not you, and you cannot sign out the old AppleID, you will either need to work with your ex to release them, or go to Apple with the original sales receipts of those device to get them released from that AppleID.
You cannot sign out an AppleID from a device without knowing the AppleID password. And you cannot sign in a new AppleID until the current AppleID has been signed out.
