I seem to have lost my iCloud notes and don’t know how to retrieve them. How do I do this? I’ve already gone into my settings and clicked on my iCloud but I get road blocked because there is no way forward. Very frustrating

Did you change some settings or alter something? Have you also checked the Recently Deleted folder in Notes?
