What do you meant by other way? You purchase iCloud storage with a credit or debit card, iTunes Gift cards or whatever payments methods are accepted in your country.

FWIW, I have been using a debit card for iTunes and App Store payments for years. I know other people that have been using debit cards as well. I live in the USA. If you live in the USA, it may be a problem with the card for some reason.

Use a valid credit card with your name on it, issued by your bank.

Most debit cards are not accepted.

Then you should buy and redeem iTunes gift cards, available in many shops.

According to zinacef’s post, most debit and credit cards are accepted in the Philippines. Have you contacted your bank to see if there is a problem with your card?
