How to merge my accounts

I had to make a new iCloud bc I had to get a new phone and got locked out of my old one. Now I need to merger both accounts on my new phone

You can't merge Apple IDs. You can try setting up Family Sharing between the IDs if you want to be able to share purchases made with the IDs.
