iPhone storage

45GB of my phones storage is “other” and I don’t know what this is. I’ve deleted all caches and stuff in safari, I’ve done a back up, erased all settings and set phone back to factory settings and it’s still at 45GB. I don’t know what else to do and I’m beyond frustrated.

How though? It doesn’t show what “other” is.

In all likelihood, you'll never find out what "other". It can be all sorts of things up to and including data that didn't get properly deleted and so the space appears as filed when it's not. What's important to know is that excessive other is generally a sign that something has gone a bit wrong. So, follow the instruction in the linked article.
