Deleting This:

1. Go Here: Manage your iCloud Storage - Apple Support
2. As it Reads: "When you confirm that you want to Turn Off & Delete an app, it turns off iCloud Backup for that app and removes all of its information from iCloud."

Disable Individually:

1. Go Here: Change your iCloud feature settings - Apple Support
2. Scroll to: Turn iCloud features on or off
3. Select: Each (So that it is greyed-out)

Try restarting -- Restart your iPhone - Apple Support, then trying again -- Remove a device backup from iCloud - Apple Support.
