Trouble gifting an app to someone

I have my Apple ID as a payment method WITH money, but I can’t gift an app and it keeps telling me to add a payment method, and when I press continue, it shows my apple account as a payment method but won’t use it.

It's working properly. iTunes Store credit can't be spent on gifts.

why can’t i make purchases on genshin with apple gift cards i use money for genshin impact. i use gift cards all the time. i use gift cards and make my purchases through the in game option. this way of purchasing has always worked out for me. about a week ago i bought another gift card and redeemed and as i went to purchase welkin it said i needed to verify and i did. but then it brought me to an add payment method screen. i don’t have a payment method. i use gift cards and that’s the only way i make purchases. i’m extremely confused on why this happened. it worked about a month ago and now it doesn’t. i have already contacted apple support and they have said i don’t have a chargeback or an unpaid order so i’m confused on why this is happening. does genshin not take gift cards as a way to purchase something? or is it a problem on my IOS device? please help me.
