You can try updating while connected to a different network.

You can try to reset or restore of the device. Reset or restore your Apple TV to its factory settings - Apple Support

You can try to restore by connecting to a computer. Restore your Apple TV - Apple Support


If the issue persists, then you may want to contact Apple Support for assistance. They may re-direct you to an Apple Retail Store or Apple Authorized Service Provider.
