How is it locked exactly?

If you forgot the passcode: If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support

If its Activation Locked: Turn off Activation Lock - Apple Support

If its sim locked: How to unlock your iPhone for use with a different carrier - Apple Support

Only your carrier can remove their sim lock.
