How do I change my Apple ID password if I cannot access the email ?
How can I reset my ID password if it asks for the old one. I’ve forgotten the old one and cannot access that email. I need to reset the email as well

If your Apple ID uses an @icloud.com address (as opposed to some other @gmail, @hotmail, etc.) and you only have the one trusted device (your iPhone 11) that is somehow no longer signed in+trusted (i.e. since it's asking you for your old forgotten password to change it...it normally won't) then it's a Catch-22 as you point out! But, that's why Apple has the "Account Recovery" process...for this exact situation.
