I want to use the ipad on my aircraft. Since I won't have Wifi in the air, I assumed pairing it with my Iphone would allow me to use the cellular function on the phone to provide cellular for the Ipad.

You need to use the hotspot function on your phone. Go to Settings > Personal Hotspot. If you do not see that option then contact your carrier to confirm your plan includes Hotspot.
