I have one contact at the top of my iMessages constantly (it happens to be my sister). I don’t mind it there, but for some reason imessage is not notifying me when this one contact texts me. WHY?!?!? How do I fix this?

This gives me an indication that Do Not Disturb is on. (May be) or accidentally you have enabled Hide alerts.
SMS and iMessage notification settings are not different. However. Please check if you have enabled Hide Alerts for a specific message thread.
