Activation lock

I need to unlock the iPad that my mom gave me but no one knows the Apple ID or password. Is there anything I can do?

Activation Lock requires the Apple ID and Password of the person who set the lock. It is a theft prevention feature. Check these links...

Apple will help if you can produce the original receipt clearly showing serial number.
