Account disabled

I have tried everything and I’m getting a message “Account disabled in ITunes and App Store” every time I try to download an app. I had a credit card as my newest payment and added PayPal back who use to be where I got my payment and nothing is working. Any help would be appreciated.

It can't be enabled from your end. Click here and contact Apple Support at a time they're open.
