Can't enable iCloud for Home

I'm trying to set up a HomePod Mini. I'm asked on my iPhone screen to turn on iCloud for Home. Whenever I press Continue, nothing happens. When I try to manually enable iCloud for Home in my phone's iCloud Settings, the switch will not turn on. I am able to turn on iCloud for Home on my iPad, which is on the same network and signed into the same iCloud account. Any ideas how to fix? I know I could just set up the HomePod with iPad but am thinking having iCloud for Home set up on the phone will be important when using the HomePod.

I called Apple Support and had an adviser help me through this. She had me sign out of iCloud, shut off my phone for 10-15 seconds, turn it back on and sign back into iCloud. After that, Home was automatically enabled in iCloud settings and I was able to successfully set up HomePod Mini. Posting here in case anyone else has a similar issue.
