Is safe to take out a SIM card from an iPhone 7 and put it in a iPhone 7 Plus?
If so, is it worth the upgrade? Or, should I wait to upgrade to a newer iPhone so it will have more years of Apple support?
Also, which iPhone do you suggest for longer years of use?

No. The SIM card has nothing stored on it except your carrier's network information. This means that the only thing that moves with the SIM card is the cellular/mobile service.

When I transfer the SIM card to another iPhone, will it bring over all the data? Or, I have to set up the phone settings again? Also, will the pictures, videos come over also.

If you mean sharing/synching data such as Texts, contacts, notes etc then the answer is YES. Both iPones need to be on the same Apple ID just like your iPad and iPhone are at present.
